This is because your body prioritizes keeping your glycogen (carbohydrate) stores stable. To lower your steady-state body fat, you may need to reduce the proportion of fat in your diet, not just the total calories.
Biological evolution was therefore compelled to lead to the development of mechanisms (including hormonal responses) that give priority to the maintenance of the carbohydrate balance over that of the fat balance.
