For limb reduction defects (RR ranges from 0.43-0.59 for all analyses) and congenital urinary tract anomalies (RR ranges from 0.17-0.68 for all analyses), the evidence shows a modest but persistent risk reduction with the use of multivitamins, rather than folic acid.
